Start Airport Utility and click “Manual Setup”. Select the “Disks” icon at the top and then “File Sharing”. The window now looks like this

Different configurations are possible, but if you don’t want to turn guest access on, just choose “Secure Shared Disks: With Time Capsule password” and there you go. In the Scotty login dialog type a few random characters in the “User name” field (just don’t leave it empty) and the Time Capsule or AirPort Extreme password in the “Password” field.
