Enable File Sharing (the lock at the bottom left must be open).
Now click on the + sign under the Shared Folders column. Browse to the folder of your choice and click Add.
Lion alternative: Go to the Finder and open the Info window of the folder. Activate the "Shared folder" checkbox in the Info window.
Now the Sharing window should look like this

Close System Preferences, your shared folder is now accessible by Scotty.
You only need to configure the shared folder once.
Lion alternative: In the Finder Info window of a folder, there is a checkbox "Shared folder" to turn a folder into a shared folder.
Additional remark: Make sure that the shared folder is not located somewhere in another shared folder, because your Mac will only expose the top level shared folder.
